The site had to do what a portfolio does for a contractor: prove competence — through structure, clarity, and language that shows RUSH knows the counter better than the counter does.

"Permits move slow. We don't." — copy that compresses the whole pitch into five words, backed by a six-step application-to-closeout walkthrough that reads like it was written by someone who's stood at the permit counter a thousand times. Because it was.
